Delivery Driver Charged in Fatal Bloomington Crash
A Bloomington delivery driver is facing a felony charge after a motorcycle crash last fall resulted in a fatality.
On Oct. 10, 2024, around 5:41 p.m., officers responded to a collision involving a van and a motorcycle near the intersection of 84th Street East and Blaisdell Avenue in Bloomington.
When authorities arrived, they found the motorcycle trapped under the van with the rider pinned beneath. The victim was pronounced dead at the scene.
The van’s driver, identified as 38-year-old Kyle Adam Hoctor, of Eagan, told police he had just completed a package delivery and was attempting a left turn followed by a U-turn when the crash occurred. Hoctor thought his turn signal was activated and denied using drugs or alcohol, court documents say, and he provided a breath sample that registered 0.000. However, he admitted to smoking marijuana earlier that morning.
A search of Hoctor’s backpack inside the van led officers to a glass pipe with burn residue. A small plastic bag containing white residue was also found in his wallet. When questioned, Hoctor admitted to using methamphetamine the previous day.
A blood test later confirmed the presence of THC, amphetamine and methamphetamine in his system. Surveillance footage reviewed by investigators showed Hoctor’s van driving on the shoulder of 84th Street East before initiating a wide turn without a visible turn signal. The footage captured the motorcyclist attempting to brake just before colliding with the driver’s side of the van.
Hoctor has been charged with criminal vehicular homicide, a felony offense carrying a maximum penalty of 10 years in prison and a $20,000 fine. He has been summoned to appear in court to face the charge and has not yet been booked.
