Saint Paul Driver Charged in Deadly 100+ MPH Crash

A Saint Paul man is facing a felony after allegedly speeding through a stoplight at more than 100 miles per hour and crashing into another vehicle, killing its driver.
According to a criminal complaint filed this week in Ramsey County, 30-year-old Paw Moo Htoo is charged with criminal vehicular homicide for causing the death of 42-year-old Marvin Martin Scroggins during the May 11 crash.
Prosecutors allege Htoo was driving while under the influence of alcohol and speeding.
Officers responded to the two-vehicle crash at Arlington Avenue West and Dale Street North just after 7:30 p.m. Officers observed a black Volvo XC90 had been struck on the driver’s side and pushed approximately 40 yards from the intersection. The SUV came to rest partially underneath the front end of a silver Honda Accord, which had severe front-end damage.

Saint Paul firefighters had to cut Scroggins from the vehicle. Medics attempted lifesaving efforts, but he was pronounced dead at the scene around 8:08 p.m.
Htoo, identified as the registered owner of the Accord, was found sitting on the grass nearby with blood on his arms and hands. Officers noted a strong odor of alcohol and described him as largely unresponsive. When asked about the crash, Htoo repeatedly stated, “I was not driving, I was not the driver.”

Several witnesses to the crash told police they saw the Accord racing westbound on Arlington before the crash. A driver on Dale Street who had the right-of-way at the four-way stop said she estimated the Accord was traveling 90 miles per hour. Another witness, directly behind the Volvo, said the Accord appeared to be going closer to 100 mph before slamming into the SUV. That witness and others said Htoo climbed out of the Accord's driver-side window and appeared to try to walk away before bystanders made him sit down until police arrived.

Two people walking nearby also saw the crash and said the Accord didn’t stop at the flashing red lights at the intersection. One of them said the driver, described as an Asian male, stumbled away after the crash until others kept him at the scene.
Inside Htoo’s vehicle, officers recovered nine empty beer cans from the cupholders and floor. Preliminary crash analysis estimated the Accord was traveling at more than 100 mph on the 25 mph roadway.
Htoo was taken to Regions Hospital, where he underwent a CT scan before being taken into surgery for his injuries. Investigators obtained a search warrant to collect a blood sample at 10:05 p.m. for testing by the Minnesota Bureau of Criminal Apprehension. The results have not yet been released.
Htoo is charged with one count of criminal vehicular homicide—operating a vehicle in a negligent manner while under the influence of alcohol. If convicted, he faces up to 10 years in prison and a $20,000 fine. He remains hospitalized at Regions, and a warrant has been issued for his arrest. A booking photo was not yet available as of publication.
